    The II International Forum Rio Creative City: Participative Construction of Agenda 21 of Culture / RJ is an initiative of the organization Cidade Criativa / Cultural Transformations and will take place at the Museum of Modern Art, in Rio de Janeiro, MAM RJ on 16th – 19th November 2011.

    The Forum is the main venue for the reflection, discussion and planning of the RIO CREATIVE CITY – 2010/2020, an extensive project of cultural and social development, which perceives the city as art, urban scenes as an exuberant stage for urban flows, and the relationships between the actors-citizens of the city as a social drama, that continuously evolves. In this context, the general objective of the Forum is to actively collaborate in the creation of conditions for the city of Rio de Janeiro to become and be recognized as a creative city, that offers numerous leisure cultural alternatives; offers worthy and interesting jobs to the population; belongs to its citizens, who move around smoothly and without fear; welcomes diverse tourists; and whose citizens are engaged in the cultural life of the city. We believe that reflecting and highlighting the principles which make a creative city vibrate, we are contributing to the affirmation of Rio as a city, which in addition to being beautiful, fun, and with a friendly population, is mostly a – Creative City.

    The II Rio Creative City Forum intends to expand the network of connections between individuals, businesses and arts and cultural institutions (both public and private) – that began with the 2010 meeting, and was nurtured through the Dialogues 21 for Culture, aiming to mobilize several sectors of society to participate in the construction of Agenda 21 for Culture of Rio; and to prepare a broad cultural and artistic strategy for a vibrant participation of the city in the Rio +20 Conference, to be held in Rio in May/June 2012.

    2. Rationale

    It is known that environments that encourage imagination, creativity, diversity and entrepreneurship are vital for the development of creative cities. Artistic and cultural activities originated in civil society, when articulated with the public and private sectors, and anchored in environmental and social responsibility, tend to form sustainable creative clusters, which start to contribute significantly to the enrichment of the social fabric of the city. That dynamic is especially encouraging of citizens’ active engagement in the ongoing construction of their city. However, while being admired and recognized as agents of social change, most artists are still absent from the main discussions on urban planning and on the decisions of cultural policies for the city. The Rio Creative City Forum, conceived and coordinated by important artists of the city, aims to increase the participation and interaction of the various artistic and cultural segments in the actions and policies related to culture and emphasizes the importance of the inclusion of artistic vision in city planning.

    In countries such as Italy, Spain, Canada, France and Britain, the introduction of artists in urban and cultural planning decisions has opened new areas of discourse, which relate primarily to the inclusion of human values and the aesthetic, ethical, emotional and sensory dimensions of cities and how these affect the welfare of citizens and, consequently, their engagement with the physical and human environment.

    We believe that the enthusiasm generated by the major events of the Rio +20, the 2014 World Cup and the 2016 Olympics are conducive for the mobilization of people, and development of cultural projects. Through participatory activities, the arts and culture sectors aim to ensure that these transient events leave within the city a permanent cultural legacy.

    The main feature of the Forum is a call for a participative and entrepreneurial action on the part of artists and other cultural players, in partnership with private enterprise and government, united behind a common vision of Rio as a – Creative City, an urban concept that indicates the efficient matching between artistic and cultural industries, which is able to produce a cultural effervescence that develops, attracts and retains talent, promotes social diversity, increases the supply of jobs, attracts tourists, generates greater awareness among citizens, develops the creative potential of companies, and thus contributes significantly to the city’s economy and quality of life of its citizens.

    3. Programming

    The scheduled II INTERNATIONAL FORUM RIO CREATIVE CITY roundtables will encompass the fundamental concepts listed by the Global Agenda 21 for Culture, presenting national and international guest speakers, and art activities such as performances and book launches. The themes of the tables are: Art, Culture and Sustainable Development; Cultural Rights; Futures Without Violence: Creating Conditions for Peace in the City; and Current Forms of Governance.

    Some of the international guests already confirmed include: Julio Cesar Pereyra, Mayor of Florêncio Varela (Argentina)/ FLACMA / Agenda 21 For Culture/ United Cities and Local Governments (UCLG); Luis R. Cancel, former Secretary of Culture for both New York City and San Francisco; José Carlos Motta, Researcher, Department of Social Sciences, Policy and Planning, University of Aveiro (Portugal); Anne-Marie Jean, Directrice Générale Culture Montréal-Québec e Mme. France Dionne, Sous-Ministre Adjointe au Ministère de la Culture, des Communications et de la Condition Féminine (Canada).

    National guests include: Aspasia Camargo, RJ State Representative; João Luiz de Figueiredo Silva, Head of Entertainment and Management Coordinator of the Creative Economy Department of the School of Advertising and Marketing – ESPM, RJ; Heliana Marinho, Coordinator of the Creative Economy, SEBRAE; Leonardo Brant, cultural researcher, author of “The Power of Culture”, and editor of “Culture and Market”, the most influential magazine on the cultural sector in Brazil; Luis Fernando Janot, Architect and Urbanist, Professor at the Federal University of Rio de Janeiro; and Luiz Antônio Gouveia de Oliveira, Director of Development and Monitoring Department of the Creative Economy of the Ministry of Culture.
